How Local Government Works

Who does what?  How do councillors work with council staff?  How do councils plan and take decisions? What is a CCO? This programme is for anyone who either works in local government, provides services to the sector or needs to build relationships with local government.  You’ll get a far better understanding of how the sector is structured, what drives it and how it works.

It’s practical, based in the real world and crafted to your situation and council.

At the end you will understand:

  • the structure of NZ local government: territorial, regional councils, unitary authorities and Auckland
  • the powers and role of local government and possible changes
  • the services provided by different councils and how they are linked and co-ordinated
  • how local government relates to the rest of the public sector
  • the role of the Local Government Minister
  • the rating structure
  • how councils take decisions: management/governance; committee structure; role of Mayor and elected councillors
  • planning and consultation processes: LTCCPs; Annual Plans; special Consultative Procedure
  • key legislation including the Local Government Act 2002 and the Local Government Official Information and Meetings Act
  • ethical standards
  • present issues being debated in the sector.
